  Phase 1 Environmental Walk Thru: All American provide assessment of property for environmental concerns including abandoned tanks, oil spills and stains, and asbestos contamination. We perform full historical evaluations at local, state, & federal levels to ensure that there are no pre-existing or present environmental concerns, in compliance with ASTMS Standards. Sub Surface Evaluations: We provide full horizontal & vertical site delineations to investigate & calculate contaminated soil. All American can also perform ground water testing, and if needed monitoring well installations & closures. Test borings can be performed as needed. Site Remediation & Soil Clean Up: In 2008 the NJDEP adopted tight new soil remediation standards in order to implement the provision of the Brownfield and Contaminated Site Remediation Act. Under the rule, minimum residential and non-residential direct contact soil remediation standards have been established to replace the previous Soil Cleanup Criteria. Soil or dirt can become contaminated in many ways from many different sources. These include leaks, larger releases, spillage and even improper disposal of hazardous wastes. Our highly trained team can identify levels present and help find the most cost effective options for disposal. The waste management team at All American has over 15 years experience developing and reviewing Remedial Action Plans for the remediation of contaminated soil. Sampling & Analysis Soil or Matrix: All American's team of experts will perform a subsurface investigation of the immediate area surrounding the tank, extract soil samples, and send them off to a State Certified Laboratory (Aqua Protech) for a complete analysis. Comprehensive soil test results can be available within 1-4 days. We will evaluate these results and provide you with a plan of action, explaining the best recommendation for the tank and surrounding soil and groundwater. Asbestos Testing: Many buildings contain asbestos which was used in spray-applied flame retardants, thermal system insulation, and in a variety of other materials. Asbestos was sometimes flocked above false ceilings, inside technical ducts, and in many other small spaces where firefighters would have difficulty gaining access. Structural components like asbestos panels were also used. Depending on how and where asbestos was applied, it might not pose any risk to most users of the building. If the fibers cannot become dislodged, they cannot be inhaled, and thus the asbestos poses no risk. However, some methods of applying asbestos allow asbestos fibers to gradually drop off into the air. Asbestos poses hazards to maintenance personnel who have to drill holes in walls for installation of cables or pipes. EvalEven if the workers are protected, such maintenance operation may release fibers into the air, which may be inhaled by others. Interventions in areas where asbestos is present often have to follow stringent procedures. Typically, the part of the building from which asbestos is being removed has to be sealed off in order to prevent contamination of the other areas. Methods of sealing off an area often include the use of polyethylene film, tape and negative air pressure machines fitted with HEPA filters. The idea is that the contained area is pulling fresh air in as to not let asbestos fibers out into the surrounding environment. Removal is not the only means of asbestos abatement. Asbestos and asbestos-bearing materials may be "enclosed" or "encapsulated" to prevent building occupants from being exposed to the fibers. Oil Tank Installation & Removal: All American is a licensed NJDEP underground storage tank contractor for both Residential & Commercial properties. We have performed thousands of under and above ground tank installs and removals. A typical tank removal will include marking out any public utility lines on your property, filling out all required permit applications. We pass along only the cost of the permits to our clients, there are no extra charges for this service. Any remaining oil or fuel is removed. The tank is safely cut, and any remaining contents (sludge) is vacuumed & cleaned by our OSHA certified field technicians. We have our own vacuum truck, which help keep costs under control. We never charges fees to drum and dispose of oil sludge. In addition, we create proper manifests and disposal of tank sludge in an environmentally friendly way. After the old tank has been prepared, we dispose of tank shell and piping at a recycling facility. As needed, All American will backfill, compact, re-grading, and hand-rake work areas. We only use certified clean fill. We provide property owners with copies of all disposal receipts, and these are submitted to and local authorities as needed for final approval. • Tank Installation & Removal

  Rusty TankNJ homeowners and commercial building owners are taking preventive measures and having underground storage tanks removed before they become a problem. All American's professionally trained staff have removed over 12,000 storage tank in more than 100 towns in New Jersey. On average we remove about 225 tanks per year. We visit each site, and take the time to explain the entire process from start to finish. We handle the permitting process and coordinate all inspections. Our staff is OSHA-trained and certified by the NJDEP. The most common type of tank in New Jersey is known as a Non-Regulated Underground Tanks (UST). These can be residential heating oil tanks of any size, but certain agricultural and residential motor fuel tanks for non-commercial use are also considered non-regulated USTs. Underground tanks may be located in basements, cellars, mines, drift shafts, or tunnels. The good news is that Non-Regulated tank replacements require only a local Building Department permit, and inspection by the local building authorities. Typically no soil sampling is required, as long as the local building inspector agrees there is no leakage from the tank. The NJDEP is not called in as long as there has been no leakage from the tank. Tank Abandonment In-Place When trying to sell your home or business in New Jersey, mortgage and insurance companies are reluctant to work properties with an abandoned in place tank. The customer then ends up paying once again to have the tank removed. Some towns do not allow abandonment in place, unless there are structural issues involved. If a tank must be abandoned in place, we will test soil below the tank to prove there has been no leakage. You will have this soil analysis on record to show potential buyers and their mortgage/insurance company. Leaking Storage Tanks New to mid-age tanks are less likely to leak, however as tanks age leaks become more probable. All American has the on-staff know-how and a deep understanding of the remediation process in New Jersey. We work rapidly to determine the quickest and most economical method of cleaning up your site and obtaining a closure form the NJDEP. Above Ground Tanks (ASTs) Surprisingly, above ground tanks can also present a significant risk. The tank is exposed to the environment, and even a small hole can empty the tank completely in a matter of minutes, before anyone realizes there is a problem. Many older ASTs are constructed of thin welded steel, which will corrode over time when paint wears thin. Failures can occur due to impact, or due to weld seams which corrode threatening the integrity of the tank. All American Environmental recommends replacement of older ASTs with new models which feature advanced leakage safety systems. This type of pre-emptive replacement is normally quite inexpensive, and it buys the homeowner/business owner tremendous peace-of-mind. Tank Installation An improper tank installation affects more than just the tank's immediate surroundings, as it could result in an accidental leak or contamination. Tank Registration If your tank is regulated by NJDEP, All American will ensure that registration is current. We provide site supervision with one of our LSRPs, and will prepare and submit closure plan to the NJDEP Bureau of Underground Storage Tanks. If post excavation sampling is required, we will perform it in accordance with all applicable NJDEP guidance documents. When the underground tank has been removed, we will de-list it from the NJDEP Bureau of Underground Storage Tanks database, submit all required regulatory data and reports, and issue a final Response Action outcome to the NJDEP.
